I printed out a photo that was resized to fit on a word doent. It came out choppy. What happened?

It looks like a venetian blind with a small sliver of the photo repeated over and over again. Would the printer do that if the resolution on it was really high? I noticed that the 'bad' pictures were all 1MB or more in size.
