Blueprints for Plumbing...?

Where can I go to find out what the plumbing blueprints plans are for an apartment complex? A plumber was called out, still not all of the drains were found. There are several areas where the water is backing up and we cannot seem to find the clog. Used a snake...still problem remains..Can anyone help with this situation? ...or even suggest something that can be done?
